Uninterrupted Aerial Remotely Piloted Vehicle Target systems / services supporting live Army training, test, and evaluation events at CONUS / OCONUS locations.
Core requirement covers MQM-170, MQM-171, and MQM-186 Group 2 / Group 3 aerial targets or equivalent systems meeting attached performance requirements:
Target production / operations: manufacturing, launch / recovery, transport, storage, inventory transfer, field operations, and event execution.
Engineering / sustainment: maintenance, depot-level repair, spares, ground support equipment, logistics planning, qualification training, and technical support.

Army does not own build-to-print TDPs or source code for the three named target systems. The current incumbent is Griffon Aerospace Inc. under ADA-T II contract W900KK-22-D-0010. Prior market research found no readily available commercial solution able to meet the requirement without additional integration, qualification, transition, and schedule risk.
Non-incumbent respondents must provide evidence of access to required technical data, software, tooling, configuration information, support equipment, qualified personnel, safety releases, airworthiness documentation, and supply chain.
Firms without the proprietary TDP must also explain a reverse-engineering / equivalent-system strategy, including estimated timelines for airworthiness certification.
Responses must also identify proprietary, licensing, export-control, and data-rights constraints, including whether the Government would receive Government Purpose Rights for deliverables.
